I noticed in many of the pre-built layouts in pagebuilder that some of the rows are bound to the row below. I was wondering how I can do this with my own layouts.

Do you mean how there are multiple widgets in a single row?
if not, could you elaborate? A screenshot would really help.
If so, basically those widgets were added to that row. To add more widgets to a row simply drop and drag them there or right click the row and add them via that method.
