Anchor links fall below where they should

I have finished up my first website and I have created links from my home page onto the secondary page where the anchors should go. Once clicked, they fall just below the area they are meant to be. I have tried placing the anchors in the Headline Widget text, the attributes of the Widget styles and even in the row styles in attributes and no matter where I try the anchor link never seems to line up.

Example: Insure Right

The links are in the content to each category below the header.

    In our own themes like Corp we can build this functionality in but in third-party themes that don’t offer this sort of functionality you’ll need to add it via a plugin like:

    https://wordpress.org/plugins/easy-smooth-scroll-links/

    Smooth scrolling is optional but the gist of the challenge is that header height has to be offset from the scroll anchor. Hopefully, the above helps.
