Is it possible to have my image title appear onto of the image so it looks like a call to cation. or alternativly have a background image in the call to action widget?

This, sadly, isn’t possible in the Image Widget. This however is possible with the Hero Widget (which is found in the SiteOrigin Widgets bundle, once installed please navigate to WP Admin > Plugins > SiteOrigin Widgets and activate the hero widget). Here’s a basic example of what a hero widget looks like. Here’s another basic example that you might find more relevant.
