Adding Permalinks/Skip Links For Navigation

I have a one page scrolling website that I am working on. I am trying to have a menu at the top which when you click on a certain link it will bring you to the relevant position on the page. There doesn’t seem to be a “Permalink” option or a “Skip Link” option on any of the sections. How would I go about this?

    The theme or a plugin would need to handle the smooth scrolling aspect. If you’re asking how to do this in Page Builder, edit each row, click Attributes and insert a row ID in the ID field, for example:

    services

    Then in your menu, you’d link to:

    #services
