I want to add a notification bar sort of thin strip above the menu bar when i scroll down. I need it to display icons, text and the follow us social widget. Is this possible?

Unfortunately not within the theme bounds of Vantage. If you place a Custom Menu widget in the header widget area you can run a secondary menu there as there is styling ready for it. This is the only other menu location with styling ready.
