2016 Upload problem

When I upload photos into the media library I get an error and the photo does not load into the Media Library. However When I check my File Manager-Web-root-wp-uploads there are 2 folders one 2015 the other 2016. In the 2016 folder are all the photos I tried to upload into my media file. So the photos are uploading just not into the media library. I conclude that it is a problem stemming from going from 2015 to 2016. How can I solve this problem?

    Thanks for your question.

    Please, try deactivating all plugins and switching to a default WordPress theme like Twenty Fifteen or Twenty Sixteen. Try uploading media again, does the issue persist?
