White Space Removal

Hi I have researched and tried a number of options to resolve the amount of white space I have between the page wrapper padding (top and bottom) and to the next row. It seems that there is a padding of 100 which I can not reduce or get rid of and I would like to merge the following rows so that the white shows. I am using the Sydney child Theme. I hope that you can help.
