White space between rows

Hi,

I have been reading other threads with this question and trying the CSS codes but none have worked at this point.

There is a large amount of space between the two rows I have in place and would like to figure out how to eliminate this before spending hours building the site. Can someone give some ideas for how to reduce this. I have tried all the obvious fixes like Editing row/layout, etc.

I know this seems to be a recurring issue and thats why I tried to pick up code from other threads but nothing worked. Can someone offer some ideas please.
