Where can I find the portal.pot file?

The .pot file can be found in the vantage theme file on your server at:
/wp-content/themes/vantage/languages/vantage.pot.
Another option might be looking at a quote for this task from: http://www.icanlocalize.com/site/.

I found the .pot file and translated to the language I want.And I’ve created a child theme, a new .css and functions.php. And change the langauge variable in wp-config.php file.But my theme is still English.
Why is this?Can you check what’s wrong with my Child theme? I want to send to you by email.Can you give me email address?
