When I go to Theme Customize and choose any item on the left hand side to edit and then press the Blue Save&Publish Button It say’s it is saved but upon refresh on browser or opening of new tab the changes do not take place? It’s not my cache or browser it’s something else… Any body know? Thanks in advance.

From your post you have mentioned you have tried to do the following : Check server-side caching through plugins like W3 Total Cache, WP Super Cache, etc. If you have any of these caching/performance plugins installed, try clearing their cache and see if that helps. On browser cache, try clearing your browser cache, and then refreshing the page to see if that helps.

The other thing you should check is a plugin conflict issue. Can you try disabling all non-SiteOrigin plugins and see if this fixes the issue? If it does fix the issue, then try re-enabling your plugins one by one until the issue comes back. This procedure will help diagnose which plugin is causing the issue.
