Two administrators see different toolbars in SiteOrigin Editor

Using SiteOrigin premium version 1.1.2, Tinymce advanced version 4.6.7.
Original administrator sees 3 toolbars in the SiteOrigin Editor, which matches the Tinymce setup.
New administrator added 2 weeks ago only sees 1 toolbar in the SiteOrigin Editor, the first one.
Both administrators using Firefox.
New administrator logs in as original and sees all tool bars.
Tried clearing browser cache.
Tried moving another tool to one of the bars and saving. New admin still only sees one toolbar.
Moved a different tool to the top tool bar and both admins see the new tool.
Tried unchecking “enable the editor” checkbox on TinyMce setup. Logged out, cleared browser cache and logged back in. Checked “enable the editor” checkbox. No change in what toolbars the admins see.

What can we do so that new administrator sees all of the editor toolbars?

    Hi Bev,

    I’m not too sure what’s going on. Hm. To clarify,

    Moved a different tool to the top tool bar and both admins see the new tool.

    Did the new admin see this button or was it just the other admins? If they do see the new button in the first toolbar, please try adding the Toolbar Toggle to the line and getting them to click that. Do they see the other lines now?

    For reference, the toolbar toggle button is this highlighted button in the following image:

    Thanks for the response. 
    Yes, the new admin does see the buttons that were moved to the top tool bar.I tried your suggestion and added the toggle button.  When the new admin clicks the toggle button she does now see all 3 toolbars.Thanks!Bev
