styling in custom css view different than what appears when page loaded

Using the visual or the expanded mode, I see the colors I have chosen to use for links. However, with this css code saved, the link colors do not show up in the actual view of the live webpage. I’m using the twentytwelve theme.
I have code setting up the link, visited, active, and hover as follows:

color: #20207a;
text-decoration: none;
}

In the visual view, in the left-hand column of the page, it shows the chosen color in the text color box, but that does not show up in the bottom right section of the page when I have selected the object and it lists the properties and attributes that it has assigned.

I’m fairly new to learning CSS, but I had previously had this code working on the regular view of the webpage. It puzzles me how it looks correct in the visual or expanded mode, but not completely correct as seen by the values in the lower right section. I tried putting the css for the links actual in the “Edit CSS” section on WordPress, but that did not make it work.
