Hi,
Should my current theme be working with this plugin, or is it not designed to?
IE, here is my current homepage with it’s theme:
http://www.talkford.com/indexWP.php/
Then using page-builder, and the same widgets, the theme isn’t used:
http://www.talkford.com/indexWP.php/usa-edition/
Not sure if this is a bug, or intended behaviour (which means this plugin isn’t suitable for my needs).

It is unfortunately something that needs to be looked at on a theme by theme basis. Page Builder works with most themes but not always perfectly in terms of specific styling like with the styling your theme has. Page Builder inserts widgets into what were often previously regular content area so styling isn’t ready for that.
So to confirm, this is unfortunately not something we’d be able to resolve from our side. It’s something the theme authors would need to look at introducing.
