Row fade effect in Live Editor: how do I keep it?

I’m slowly learning PageBuilder and assembling a single column WordPress theme. Using Live Editor, I notice an interesting effect I like: as I move the cursor from one row to the next, the row background AND the text (using hero widget) fade in and out depending on where the cursor is. This effect doesn’t translate to the published web page however.

I’d like to use this effect or something similar on my website.

Notice how the background is visible and the text fully displays.

Notice how the background of top area has disappeared and text is dimmed.
