Responsive menu for mobile horizontally

I need your technical support, please.
When I open my web page on the Samsung mobile with Android upright the menu works perfectly. But if I open in the horizontal position the menu does not scroll (Swipe).
Another question, is it possible to configure the menu on the mobile to open and scroll along with the page?
