Responsive menu does not change for mobile devices or small screens

I just upgrade to the Premium Vantage theme, because I want to have responsive menu or navigation when I see my website on a phone or small screen. After saving the settings, the navigation menu does not change when a see it in my iphone or when I make the screen smaller.

Please advise. After reviewing some other threads I did deactivate all plugins and activate them again, but still does not change anything.

    Go to appearance>theme settings>navigation and scroll down to “Mobile Menu Collapse” I suggest you add the collapse to 780. (This will cause the menu to collapse to mobile view at 780 px.) Of course you can do any pixel number you desire. 780 is a tablet view. 480 is a popular cellphone responsive view..
