Pointing to a part on the same page using Circle Icon Url

Hi
I would like to use the Circle Icon to point to a different part of the same page. Typically, you would tag this part with

<a name="place-in-the-same-page"></a>"

and the button or text pointing to it gets

<a href="#place-in-the-same-page"><a/>

Obviously, I tried this was and it does not work. Is there a way to use Circle Icon and get the same function I need?
