i can’t find the masthead selector

To select your masthead layout navigate to Appearance > Theme Settings > Layout. When i navigate in theme settings i can't select masthead menu.
Editor on appearance
Php the site says me that I don't have enough permission for do that. I'm using this versions: Black Studio 2.2.3 Page Builder 2.1.2 Thank you for your support.
