Page Builder full width background image/color with fixed width content

I am using Page Builder and trying to make pages that have full width images (or background colors) and fixed width content. The main content should be a fixed width of 1200 pixels. Often the main content is made up of 2 – 4 separate widgets in a row.

The issues:

– I want to set a fixed width for the row content, but when I set a fixed width for the row the background images or background color does not stretch full width.

– I want the pages to be responsive so I do not want to hard code the width of the widgets making up the row.

– I am OK using custom CSS, but there is no div container for the main content that is separate from the row div. And as I mentioned, if I set a max-width on the row the background images (or background colors) do not stretch full width.
