Is there a way to externalise the styles for Page Builder e.g grid styles such as those inlined into every page e.g. “siteorigin-panels-grids-wp_head” ?

Unfortunately not. We used to have this as an optional setting. It caused a series of problems and also caused a significant decrease in performance so we dropped it.
Sorry we don’t have better news.
