Origami that I just downloaded for a new site does not have “Edit CSS'” tool

I am using Origami version 1.6.2 for two different sites. I created one of them a month ago the other I just started on today. The first has an “Edit CSS” tool under Appearance on the menu, the second does not. Both copies are the free; not the Premium version.

    Edit CSS is from a plugin. Perhaps Jetpack Custom CSS module.
