In the theme settings page (wp-admin/themes.php?page=theme_settings_page) I don’t have the tabs (http://imgur.com/lLXPzcS).
I am using WP 4.4.1.

    Sorry about that. Unfortunately, version 4.4 broke that settings page layout, but all the actual settings themselves still work.

    In the next update, we’ll be migrating all our settings to the customizer. This is a new requirement for themes hosted on WordPress.org, but as an added benefit, it will prevent issues like this from coming up in the future.
