new pages don’t display

I’m having a problem with adding new pages on a new site.
new pages (i’ve built one with a prebuilt layout)show up with an error : “that page can’t be found.
It looks like nothing was found at this location. Maybe try one of the links below or a search?”

I’ve disabled all plugins except for pagebuilder and siteorgin widgets bundle – but still no luck
