Mobile site not scaling/responsive.

I have the Vantage them as well but it is not responsive on my mobile phone. The body of the page seems ok but the header and navigation are not scaling down at all. I have the latest version of WP (4.1) and I have the meta slider as well for my header, just like the demo. I also have the responsive box clicked on settings. ??? Help. please.

    Also, Andrew was kind enough to respond to a post I erroneously posted on an existing forum before I realized I needed to start my own. He mentioned that only the pro account comes with the ability to scale the page for mobile view but on the free version that I have it clearly has an option to select mobile scaling on the Theme Settings Layout section.
    In addition, I used this exact same theme free version as well, for another website and it scaled perfectly.

    Thanks for your interest. Sorry for the confusion. Vantage is responsive, there just isn’t a responsive menu included with the free version. If you’d like to stay with free you could checkout Jetpack Mobile Theme or WP Touch plugins. To check out Vantage Premium, head to Appearance > Vantage Premium, you can upgrade from $5 upwards.

    Hi Andrew,
    Sorry it took a while to reply. I’ve been out of commission for a couple of weeks. I’m still confused after reading your response. The version of the theme I have says that it is responsive which I cannot imagine does not include the header and navigation. That seems pretty unusable. But honestly the HEADER, not the menu, is the bigger issue I am having. I wish I could attach an image but I dont see a way to do that in this forum, which is also odd.
    Isnt the Header supposed to scale?

    Hi Andrew-

    I am having a similar problem. My mobile version is not responsive- http://www.transtechsolutions.com. The masthead also appears in a tiled format for some reason. If you could point in the coding where to adjust some of these things I may be able to do it myself.
