Thanks for posting your question.
Yes, you can safely delete the siteorigin_custom_css_revisions_[site name] option from your database.
This option only stores historical revisions of your SiteOrigin CSS changes, not your currently active CSS. Since you are no longer using the SiteOrigin CSS plugin, deleting this revision data will not affect any of your current custom CSS styles (wherever you have them stored now).
