Is the customize > general (in appearance) option only for premium Vantage users?

When trying to change the height of the header and center the logo, my only option is to click customize (no general) and when I do so, I get redirected to a ‘view’ page that offers me very limited options to customize at all?

Second question: Is it an option in premium to change the background color of the menu? If not, there is no reason for me to order the premium version I guess?

    Apologies for the confusion, yes, the expanded Customizer section is part of Vantage Premium. You can check that offering out from Appearance > Vantage Premium. There are many menu options including change the menu background colors.
