Trying to make my own custom layouts.

define(‘SITEORIGIN_PANELS_NOCACHE’, TRUE);
define(‘SITEORIGIN_PANELS_DEV’, true);

this code does literally nothing, debug mode does not turn on

Please help. Documentation does not help. thank you.
