How to create a multilingual version?

Hi,

I want to translate my site into French and offer the two languages as an option to choose for.
I don’t want to use automatic translation services.

I have searched in Plugins but don’t seem to find one that does what I am looking for.
Any idea around that?

    WPML if you’d like the backing of a premium plugin:

    and then there is always google
