Can someone point me in the right direction? According to WP, there should be a ‘Add Form’ button right next to the ‘Add Media’ buttom (in the main window of a Page) but it’s not there for me… thoughts?

which contact form plugin are you using and is it activated
If you don’t have a plugin yet i reccomend fast secure contact form. Its free and works with wordpress 4.0

I think you’ve checked out the Jetpack Contact Form module help page. As oscar mentioned, that button isn’t default and needs a plugin to render it. Try installing the Jetpack plugin from Plugins > Add New and then activating the Contact Form module within Jetpack. Contact Form 7 is also a popular choice. As is Gravity Forms and Ninja Forms if you want a premium plugin. oscar recommended Fast Secure Contact Form, that’s also worth checking out.
