Hero Image – Foreground Video

I am using the North theme and trying to add a foreground video to a Hero Image. I’ve watch the tutorial and see a foreground video option in the tutorial but I do not see that option in my installation. The background video option is there but not the foreground video option.
I am setting this up on the Home Page. Is there something special I need to do to get it to show up?
