If you mean the header image link, you can modify this in parts/logo.php. What are you trying to change about this? If you just want to change the URL, then all you need to do is change the site address.
Navigate to Settings > General in your WordPress admin. Change the setting “Site Address (URL)” to what ever you’d like the header image to link to.
