I need assistance to translate the title “One thought on …” displayed on page, comments section.
Where I can make this changes?

Thanks for reaching out. You could translate this by using a child theme and copying comments.php from the parent folder and pasting into the child folder and then translating the string manually there.
However, I’d recommend using this plugin instead:
