Colored hover on images

Hi! I’m new on wordpress and I recently started using the Vantage theme, which is pretty awesome. I have just one question, how can I give a colored (slightly transparent) hover effect on images? Is there a particular widget combined with a CSS code I should use? It would mean the world if yoy could help, it’s for an important exam!
