Charset broken

After adding images to the page and saving the page all my special characters like é and ë broke. In the text editor it still shows the right character, but it outputs a distorted version. The word “één” turns into “één”. My website charset is set to be utf-8. Static content outside of the page builder shows normal. Running WP 5.5.1 (NL) and Page builder 2.10.5.
I would like to get this fixed as soon as possible. The whole site content is based around this page builder, but it can’t go live like this.

    I would like to add that i have removed all the images of the page, and everything was working properly. But when adding back a single image it broke again. This might be of use when debugging.
