Cannot change menu bar color in Vantage Premium

I have just purchased and installed Vantage Premium and want to change the color of the menu bar from black to red (specific color). The instructions on this page do not work:

Nowhere do I see any opportunity to change the color of the menu bar, fonts, rollovers or anything else. What am I missing? Surely this is not something that works in some browsers but not the latest Google Chrome?

    OK I finally found it – when you click on Customize there is an option called Theme Design that did not appear in the free version of the Vantage theme. But again this is not what it says in the documentation, which should be updated.
