granted I’m new at WP, but not without experience: I can’t seem to find where I can add a submenu item without adding a new page. This submenu item, will simply be an anchor on the same page as the parent menu item.

jump link (anchor)… The html linking I know how to do, what is not clear to me in WP and this template is that the starting point is a submen. How does one make a submenu that is not attached to any page?
Its a long page with the top menu item, going to the page and the submenus going to different parts of the page
you need to create links for each anchor.
in appearance / menus you will find on the left a section that says links, here you can create a custom links and point it to the id anchor on any page the anchor link should look like this >>http://www.your-site.com/site -page/#anchor-name ,
to create a parent link that is non clickable you have to create a link with any site url then once created edit and delete the url and save.
now when adding the links to the menu you have to add parent link then your anchor links have to be indented to the right of the parent like this image
