How can I add a link to page, like a Privacy policies page for example, in the Heather or in the Footer.

Create the pages, then create menu “menuHeader” and add the pages to the menu, arrange the order and Press “Save” TuT: https://siteorigin.com/vantage-documentation/setting-up-your-menu/
for the footer,
Step 1: create a “menuFooter” and add the pages to the menu, arrange the order and Press “Save” .
Step 2: Head to the Widget Area, Use the Custom Menu Widget and in the widget target your “footerMenu”

I ‘ve followed yours steps. I ‘ve created a MeuHeader (not primary obviously) , with only a page link. I ‘ve added it to the header area with the custom menu widget, selecting MenuHeader, but in the header appear a replica of main menu.

The easiest way of adding a link to your footer would be to add a Visual Editor Widget.
Open the widget and type the word/s you would like to be your link. eg: Privacy Policy.
Highlight the words and click on the link button on the editor toolbar.
In the overlay window please select the page you want to link to from the bottom list.
