Design tab in Row Styles is missing

Hello I cant find the Design tab in the Row Style. Only a Theme. I need to put in a Background image, and I can do that on another website of mine, but the new one – with the exact same WP Theme and Siteorigin plugins – I cannont find the Design tab. Help? Thank…
