Error Activating Page Builder

Trying to activate new version of page builder. This is the thinkupthemes latest version. Have deactivated all other plugins. I get the following error: Parse error: syntax error, unexpected ‘and’ (T_LOGICAL_AND), expecting ‘)’ in C:inetpubvhosthttpdocswp-contentpluginsthinkup-panelsthinkup-panels.php on line 1160 This occurs after installation when attempting to activate.
