Row Background Color Option Greyed Out???

Hello all, and I apologize if this has been covered elsewhere on here. I’m trying to change the background of a row, and normally this has been doable. For whatever reason, currently, I’m STUCK. When I click through to the Design Options, Background Color is not clickable. Any idea what’s going on here? There isn’t…
