Trouble with responsive (Vantage)

Hi, I have checked the settings both on settings>page builder>layout and Appearance>customize>theme settings>layout. The box on each of these for responsive is checked, but the masthead is still does not fit. Is there something I’m missing? It did work before when I had first built this site with a different photo in the masthead. And…
