Cannot create a submenu for Vantage Premium

I’ve created the main menu. When I try to add the sub menu items, I can add it to the submenu placeholder, but when I go to save the menu, it places the menu item as another main menu item next to the parent menu item instead of below it. I’ve used links, but still…
