Adding ticker under slider

Hi, I have Vantage Premium. I want to add this from a plugin so it shows right under the home page slider and in the same place on other pages: I can’t figure out where to put it. Please help!

Great theme – when I make changes they don’t save. Specifically I want the header to be transparent.
