Custom Home Page not turning on

When I turn on “Custom Home Page” and hit “Save Home Page” it takes me to the home page. When I go back to “Home Page” in the backend, it shows “Custom Home Page” is off. I turned off all other plugins and it still did this. Would this be a mod security issue? URL:…
