Responsive banner graphic

Just wondering if the banner graphic can be made responsive. My page looks fine on large screen, and although the text on the page works fine on a phone (except for the unsightly odd characters at beginning and end of every line – very unfortunate,) the banner doesn’t scale. it would be great if I…
