Customize Theme Missing Header and Footer

When I go to the Customize theme section, the Header and Footer sections disappear so I cannot edit the contents of this section. This happened before, but I reset something and it let me edit it again, but I cannot remember what I did. Does anyone have any idea why it keeps happening and how…
