what is the icon next to the spanner icon on the Right Hand top corner of each widget?

Hi,
I am using WordPress 4.0
I am using Page Builder 2.0.7
I am using vantage theme.

On the top right hand side of a row widget there are two icons.
When I click on the spanner icon it displays -> Edit Row,Duplicate Row, Delete Row.
When I click on the Next icon it doe s not do anything .
What is this icon and what does it do.
