Vantage Theme Title Text doesn’t respond to mobile version

When I go to my website the homepage’s title doesn’t get re-scaled when I got to it on a mobile version, but when I change the window size on my computer its fine and re-scales perfectly.
I changed the font size in the style css file and i am using the free version of the vantage theme.
