I have created a basic site – but it does not seem to be responsive. I have checked settings and the responsive settings are on.
I have added CSS so that some of the rows are bigger then originally, but on the mobile rather than the text fitting the width of the screen I have to scroll to the left to see all text.

The scrolling is being caused by the table you have on the page. Because this is using absolute values for the width it cannot be resized. You could try this plugin to make your table which would then be responsive,

or you could use percentage values for your table/column widths.

Unfortunately the main things stopping your tables from being responsive are controlled by your theme, PageBuilder itself is working correctly. The best course of action in this case I am afraid would be to contact the theme developer for support.
