How to Replace the menu with an image

I have a menu bar with a background shading colour and a border surround and since you can only have one background colour on the menu bar in the vantage theme and no borders around the page names etc, I need to import an image of the entire menu bar with all the pages on it from photoshop and use that in place of the standard menu bar.
Is this possible. I only want to migrate the site over to this wordpress theme if I can have this functionality
